It didn't say but if someone was traveling with a weapon, good chance they were probably following the rules.

You may transport unloaded firearms in a locked hard-sided container as checked baggage only. Declare the firearm and/or ammunition to the airline when checking your bag at the ticket counter. The container must completely secure the firearm from being accessed. Locked cases that can be easily opened are not permitted. Be aware that the container the firearm was in when purchased may not adequately secure the firearm when it is transported in checked baggage.

That would be the assumption. But the article wasn't very clear on whether the whole suitcase (and locked container) were stolen - and then broken open. Just that the gun was in a backpack.

Yes... I'm quite familiar. I've done it many times. Never had any issues. I have two padlocks on the Pelican case and a cable lock that runs through the padlocks and the metal frame of the suitcase.

Yes, absolutely assuming it was in a locked case, but I'd bet if it wasn't the news would have pounced on the person transporting it in the news story and or the TSA would have charged the person transporting the gun. The person also had enough forethought or paranoia to put an AirTag with the gun. It's a very good chance that someone going to that trouble would also have it in a secured case.
