What it doesn't say:
Was the safety still on after shot #2?
What was the period of time between the shots?
Which trigger was installed in the rifle? (SIG offers at least three options)
Was the rifle inspected by an armorer afterward to determine if the trigger and safety were functioning properly?
I find it odd that the rifle fired twice. Makes me wonder if gear on his vest rotated the safety off and his movements caused something on the vest to actuate the trigger. Assuming there was nothing wrong with the trigger.
My shooting bud that tested what became the M16A2 at Aberdeen in the 80's said that claims that the rifle will fire when dropped are bogus. The rifles were drop tested to death, at every angle both on the butt and muzzle, culminating with being thrown off the roof of the building he worked in. All this is assuming the rifle is equipped with the issue AR trigger.
