Article is sparse on the details like they always are, but from what is presented, the cop says the safety was on and the rifle fired two times. First round impacts "a few feet in front", then the second enters his leg. This suggests an interval of time between shot #1 and shot #2.

Wondering if the safety might have been rotated to "Fire" due to it dangling in front of him and all the stuff a cop has on his vest these days.

Not exactly.

What it says:
Cop claims safety was "on".
Rifle dangling in front of him, "like he was trained". (Rule #2 violation)
Stills from video show his hands on gate when rifle fires.
Rifle fires first shot. Round goes in water "a few feet in front".
Rifle fires second shot into left leg.

What it doesn't say:
Was the safety still on after shot #2?
What was the period of time between the shots?
Which trigger was installed in the rifle? (SIG offers at least three options)
Was the rifle inspected by an armorer afterward to determine if the trigger and safety were functioning properly?

I find it odd that the rifle fired twice. Makes me wonder if gear on his vest rotated the safety off and his movements caused something on the vest to actuate the trigger. Assuming there was nothing wrong with the trigger.

My shooting bud that tested what became the M16A2 at Aberdeen in the 80's said that claims that the rifle will fire when dropped are bogus. The rifles were drop tested to death, at every angle both on the butt and muzzle, culminating with being thrown off the roof of the building he worked in. All this is assuming the rifle is equipped with the issue AR trigger.
 
I wonder if it was a dept. issue rifle or self-provided as some depts. allow that. 🤔
At any rate, ANY mods from stock and SIG is off the hook...
