Where it gets dicey is when / if they do it at the BEHEST of the gov't. Then they are effectively an agent or arm of the gov't, and THEN Constitutional protections apply.

Upon further review, it looks as if at least 1 Police officer got off 4 rounds and there seems to be some question as to whether or not he is the one who hit a secret service agent.
After watching the video I would not be surprised if he did and am more surprised that no one else was hit.
