The amazing part of the story, to me, is he lives in IL and managed to get a carry permit ;)

Bad to have something identified but allowed through. I don't get how the shift change "caused" a problem. They need to revise their shift change procedures if it creates security holes like that. Beyond that, makes you wonder how many items get through without even being caught by the screening.

Having never been through Ohare I cannot speak to how clusterfucked the security checkpoints are there. I know DFW screeners were attentive enough to catch a refillable butane lighter that was classified by them as a 'torch' and pulled it from my tray before I could even get close to it (the tray, let alone the lighter in it) and they were busier than a one legged man in an ass kicking contest but still moving people through at a very fast pace. Boston and Cleveland were just slow as molasses in January and seemed like the screeners were trying to read the fine print on everything through the X-ray.
Someone should get fired for the failure there. Shift change would mean nearly double the screeners present and not a reason for missing things.
All the more reason I prefer to drive 18 hours instead of flying for 3, plus 4 or more hours in the airports. Plus I can carry in my car.
